I have several instances where a user submits a change to Perforce, and in the XML log file, under the <modification type="p4">, there are no <file> or <comment> tags. I verified that in Perforce, I can get a list of files changed for the changelist, and there is a detailed comment.

The only difference I see with the changelist with missing <file> and <comment> tags and those that are reported fully is that the clientspec name is rather long and have a lot of dots (.) in the name. Without giving away any internal information, a changelist not properly reported has a client name of "cmxxxx.cr.987654.dev.X8765AABBCCDDE123456" while one that reports correctly has a client name of "smiley_CCCC_WW_8765.10.09.08".

I can enclose a sample XML log file if requested, I just have to change around names to not reveal internal information.
