JIRA is not a tool for general support, only for managing patches and known bugs. 

The first line of support in all cases is actually the user mailing list:

I recommend you post your issues -- separately for best results -- to the user mailing list. 


PS: Also, the -debug command line param to the CC master may help.
Check the cruisecontrol.log file on the build agent as well.
