JIRA is not a tool for general support, only for managing patches and known bugs. 

The first line of support in all cases is actually the user mailing list:

I recommend you post your issues to the user (and maybe even the dev) mailing list.  That might cause someone who has access to Perforce (I don't) to write and submit a patch.
