Configure environment variables in <exec> configuration

Dear CC developers.

I have created new issue: http://jira.public.thoughtworks.org/browse/CC-1026 
dealing with the ability to update/reconfigure the environment variables for 
a underlying build.

I have also created, rather trivial, patch implementing this feature into 
Builder class, so larger number of particular builders can benefit from the 
change (it is supported by ExecBuilder and AntBuilder now).

Please, look at the issue, where more details are presented. I am looking 
forward to your comments and other suggestions.
