CC-1010 - being able to build a set of projects from inside a project

Hi,

I am still working on this issue. [1]

I am thinking of changing CruiseControl so that :

- it is possible to "locate" statically CruiseControlController,

- once you have access to CruiseControlController, you can get access to 
each of the ProjectController (s)

- ProjectController gets a new method added execute() which will be 
similar to build() except that the build will not happen if the source 
controls do not find any modifications
