You can access config file content using cruisecontrol JMX interface. But be
sure that cc is running with jmx enabled. Check jmx parameters.

http://your.domain:8000/mbean?objectname=CruiseControl+Manager%3Aid%3Dunique(jmx
port is assumed to be 8000)
