Bug or design issue in builder timeouts ?

Our build environment, specially the running of unittests seems to hang indefinetly (known issue, bug fix is already done but waiting for acceptance tests to be finished). When these hangup problems started i verified that i do indeed have timeout (using the not so loved exec builders inside composite builder) in the builder but it doesnt seem to stop the builder. Checked the code while ago and i have faint recollection that the timeout is only calculated between the execution phases, or if i dont remember that one right, there's definetly a problem in the timeoutting as for example, i came to office this morning only to find out that nothing was build during the weekend as one unittest had hung up on friday evening. Know bug ?
