Email when a project starts building.

Hi,

Currently our instance of cruise control emails the users on success /
failure of a build.
The build is initiated based on modifications to the file in the repository.

Is it possible to send out an email to users when cruise control performs a
build?

Reading through the reference pages came up with the following but i am not
sure if such a thing is possible.

or would it be a part of a publisher?

Any help / pointers would be greatly appreciated.
