If it's not static, you are not very clear about where do you want the list to come from. Did you check http://cruisecontrol.sourceforge.net/main/configxml.html ? The <email> and <htmlemail> tags have a wealth of options. You can have a list of fixed targets for each project, for each outcome. You can pull the list from SCM (i.e. the ones who did the canges) You can pull the list from the project source (e.g. from Maven's project.xml developer list). and on, and on, ....
