Hi Jani,
Thanks for your reply,Yes , I could log into the SVN via command line say for example svn co? svn+ssh://username@svnserver/filer/content
which im calling in the ant build script. It works fine and asks no password when i run the build via comman line. but? when i call through the cruise control in config.xml. It asks for the password.
I tried changing the permission through Chown before starting the service . results the same error.

Your svn seems to fail into ssh authentication.. Password wrong or
something ? Can you log on to svn host via commandline ssh with those
parameters?
I'd personally would create ssh key on on the cc host and set that
public key to svn host's authorized_keys to allow passwordless
login/authentication ..
