Has the opensource version of CC been left to die on the vine?

I'm leading an initiative to do away with CC here for a few reasons and
as part of this process, I've been tasked with reviewing any/all open
source/closed source CI servers.
 
But I'm quite nostalgic - why doesn't the free version of CC feature
some of the things other free CI servers offer?
 
Where's the trickle down effect from "Cruise" to "CC"?
 
Any ideas?
