Calling ant build file after modificationset

Hello  Everybody,

We are using cvs repository for version controlling. 
Actually we are having CVS repository in some other network and to connect
to CVS repository we have to use the VPN connect.

My current flow is connect to VPN using bootstarpper then check for
modification and then run the build process using single integration build
file. Here i am disconnecting VPN after checking for modification and code
update (from integration build file).
But if Cruise control doesn't find any update it skips all the remaining
tags like <shedular>,<publisher> and my VPN connection is still open.

Can any one suggest so that I will be able to close the VPN if CC does not
find any update.
