Looks like the machine's local firewall (iptables) had the jmx port
shutdown.  After enabling it the dashboard can now start builds.

I am running CC 2.7.1 (migrating soon to 2.8.x), and just moved the CC
installation from an HP-UX machine (where it was working) over to a
Linux (Red Hat Enterprise), where it is mostly working.

The issue appears to be when the 'Build' buttons are pressed on the
dashboard, no builds are queued in the build loop.

How is the 'Build' press communicated between the dashboard on a random
desktop's browser to the build loop on the build machine?

When CC was moved over to the linux machine that included setting up a
new tomcat instance to host the cruisecontrol.war.
