Editing standard configuration of config.xml

I'd like to edit the standard configuration settings of the config.xml

I need to execute a batch file after the <schedule> section, but either before <log> or during <log>.

Is there a way to either:
1) Add a custom element into config.xml, in which I could use the <exec> task?
2) Add to the 4 default child elements of <log> and include <exec> as well?
