Failed to reach dashboard instance

I am getting a failed to reach dashboard instance error when CruiseControl starts up. It happens after the config file is loaded, the projects and
BuildQueue started. We are using port 8082 for our webport. The reporting page and the dashboard are both unavailable. 
 
This error message shows up every 5 seconds. Any idea what could be causing this?
