Debug information on windows

What is the correct way to log debug information using the windows
service?  I have tried changing the wrapper.config file from:

                wrapper.logfile.loglevel=INFO

    to:

                wrapper.logfile.loglevel=DEBUG

 

and then restart the services, but this does not seem to affect the
logging level.
