Add a custom tag to the config.xml project element

I want to add a custom tag to my config.xml's project element so that i
can conditionally, in my build results page, change the url behind the
Build Artifacts link.  I know i could se a context param in the web.xml,
but i have many projects in one config.xml and I want to set this on a
project by project basis - so, i i can add an tag to the project element
and have it available to me in the
net.sourceforge.cruisecontrol.taglib.ArtifactsLinkTag class, I'll be
able to conditionally set the url.
 
Where does that file get read per project?  is there an Object I can
modify to load my new tag and have available to the ArtifactsLinkTag
class?
