Modifications not showing up after a forced build

I have noticed that modifications are not being displayed when I force a
build. I know that I have checked in files since the last build and I
force a build, but the modifications do not show up and the log file
indicates that no modifications exist.  I'm using TFS. Has anybody else
had this issue and if so do you know how I can resolve it?
