Look at the modificationset veto task. This is one area where cruisecontrol is not great ... project dependencies. It has been a while since I used this, but what I recall is that you can set up this task so if project A is dependent, on project B you set the veto task in project A to check and see if project B has any modifications since it last built, If so then the veto task will suspend the execution of project A. Perhaps somebody that has implemented this recently can comment.
