Launching bat file using execbootstrapper

Using cruisecontrol-bin-2.8.2
I am trying to run a bat file using execbootstrapper and am havng no luck.
If I run ther bat file from a command prompt it runs with no problem. I have
looked at the 'Configuration Reference' site and tried the various ways as
described there and nothing seems to work. Below is my latest attempt. Any
help would be appreciated.

<execbootstrapper command="C:/WINDOWS/system32/cmd.exe"
workingdir="c:/temp/" args="c:/temp/sandbox.bat"/>
