Try running it like this

<bootstrappers>
    <execbootstrapper command="C:/WINDOWS/system32/cmd.exe"
     workingdir="c:/temp/" args="/c c:/temp/sandbox.bat 1>nul"/>
</bootstrappers>

No it doesn't return anything different. I can run the bat file from the
command line without ever having a problem.
