*Hi Dan,* I found the answers for my questions. *itemSpec *needs to be the mapped local working folder (e.g. C:\myLocalCopy). The cause for the error from TFS (Unable to determine the workspace) was we had multiple TFS workspaces under the same *credential *and I tried to bootstrap using this common credential. Then TFS can't resolve the exact workspace matching the credential. Using a unique workspace (no other workspace use the same credential) resolves the problem.
