CruiseControl Dashboard all Projects Discontinued

My team has a CruiseControl server that we dearly rely on but on a couple of occasions now (seems to occur randomly when adding a project, at times the project adds fine at others this problem arises) when all the projects on the dashboard have a status of discontinued. I have searched for a resolution and have never found one. All the projects build fine and by cc-config, the system tray utility, the projects look fine displaying success or failure and can even force a build on a project. I have read that according to the documentation a discontinued project is one that has log files but not listed within the config.xml. All the projects are listed in the config.xml. The dashboard even correctly displays the last build, artifacts, and widgets. The only solution we have been able to find is to completely reinstall CruiseControl and start over. I have tried creating a new blank config.xml and adding the projects one by one into it but this didn't help either. I hard coded the config.xml location into the wrapper.conf to no avail.
