Modification sets would be where you want to look. For CVS (as an example) you would have either the whole repository or a changefile as a local modification set, which is checked for diffs to the repository in freely configured intervals.

I am new to cruise control and would appreciate if anyone will tell whether it is possible and if yes then how-to configure Cruise Control so that a new build is made, every-time someone checks in the code into repository. Any sort of help will be highly appreciated.
