That's very helpful, thanks. What I was missing was that ModificationSet 
is a subset of SourceControl capabilities. (It also doesn't help that 
the online documentation's links to the plugin interfaces are broken - 
http://cruisecontrol.sourceforge.net/main/plugins.html .)
