modificationset does not work

Hi,

I have tried both of the following for modificationset tag, but it does not
detect any changes. Pls help!

    <modificationset quietperiod="10">
      <cvs localworkingcopy="checkout/project_version/project_name"/>
    </modificationset>

    <modificationset quietperiod="10">
      <cvs cvsroot=":ext:user@cvs:/cvs_root/project_name"
module="project_name" />
    </modificationset>
