Thanks a lot for your reply.
However am a little lost. Allow me to elaborate, I want to use the email
address list as soon as the build is done to kick off some automation
tests. So in that regards the email address is to be used for the same
build. I do not intend to run another build but just start some test as
soon as the build is done. The server on which these automated tests run
can email back the people who had checkedin code because of which cruise
control ran.
Here is the workflow I want to achieve,
Developers X,Y,Z checking, cruise control runs an emails X,Y,Z, kicks
start automation test suite, writes email of X,Y,Z to a file, automation
suite when finishes reads this file and emails X,Y,Z the results of the
test.
 
I didn't see any compound element in our config file as well.

Are you hoping to use the email address in the current build or are you
going to run the automated tests are part of a later build? 

If you are going to run them as part of a later build you could have
your automated test build pull in the same sourcecontrol changes (and
thus the same users) but only run after your initial build has run
successfully but using the compound element:
