Yes that would be ideal, cruise control running my test and emailing
users. But the test server is nothing more than a web application which
accepts the email list as one of the parameters of a request.So it has
no way to communicate back to cruise control that the test has finished
except email. Even if there was a way cruise control could just write
all the email addresses to a .txt file it will do the trick.

Why not have CruiseControl run your automated tests and then handle the
emailing? 

That's what I was describing how to do.  With what I described the flow
would be:

1. Developers x,y,z commit code
2. CruiseControl runs build & emails x,y,z
3. CruiseControl runs tests & emails x,y,z

	Are you hoping to use the email address in the current build or
are you going to run the automated tests are part of a later build? 

	If you are going to run them as part of a later build you could
have your automated test build pull in the same sourcecontrol changes
(and thus the same users) but only run after your initial build has run
successfully but using the compound element:
