CruiseControl's architecture looks like this:

- a build loop process that you can start individually
- two reporting apps (one older but very flexible, one shiner but sometimes
less useful)

- build loop writes logs to a file
- the reporting apps read the logs (and in the case of dashboard, uses JMX
to get further state info)

So you'll never run the build loop from tomcat.  If you tail the log file,
you should be able to see builds firing.

Bear in mind that the binary distribution of CruiseControl runs everything
in one process, for a better out-of-box experience.
