  Looking at the error message in your first email in fact it says "the 
system is unable to find the file specified"
Maybe the config.xml or the wrapper.conf are not readable for the 
service user.
Is your service user the LocalService user ? This user may not be able 
to read these files or write logs.
Check permissions/ACLs.
