I think your best bet is sending the mail at the start of your build process. The task would gather the changes, format them into an email body and send it using your builder’s mail task. That’s how we do it at least  in Nant.

Hello,

At the request of one of the developers that use the CruiseControl system I maintain, I’m looking for a way to send out an email when a build starts.  He reasoning being that after receiving the start email if he does not receive the pass/fail email within x minutes he knows something has gone wrong and the system needs looking at.

I have though about having another project use the file system modification set to detect a file that is created by the main project, this project would probably only contain an email publisher.  However before I do this I thought I’d check if there was anything in the configuration that might already do this.
