This issue was actually with CruiseControl when I used the .exe to install
it. It appeared from what my system admin guy told me that there was a
registry key added for when CC was made as a service, however when you go
through and do the unistaller for CC it doesn't remove the registry key.
Once he removed this key manually, it worked like a champ.
