Cruisecontrol acts as if build never took place on ant failure

I have tried exhaustively searching for an answer to this so if it has been asked and answered anywhere I apologize. If I set junit haltonfailure and error to false then my build reports successful even if test cases fail. Recognizing that cc just reports what ant reports I then added a fail task to ant. When I do this cruise control log shows an exception that log.xml is empty so my build probably failed and to check the cc logs which is odd since that is where the message appears but from the dashboard it as though this attempt at a build never took place. Nothing I do seems to fix this. I really don't want build emails going out that say success when a test case fails but it is completely useless to have the build die if ant reports a failure.
