Along the same lines as Julian's suggestion: you might try running with the -debug argument (http://cruisecontrol.sourceforge.net/gettingstartedbindist.html#Command_Line_Options), and watch the console output to see exactly which command CC is issuing. If that doesn't shed light, then try issuing those commands manually and see what happens.
