Real bootstrapping

Configuring CruiseControl is a complex task in itself and I have several instances doing a build of some sort. So I'm thinking of storing my whole CC configuration in subversion. For bootstrapping, I'd need to just check out the CC configuration out of SVN and then run it. It will then automatically pull the projects from SVN and build them.

What I noticed though is that CC doesn't seem to read the config.xml between builds. So even though I can have the bootstrapper download up any changes to it from SVN, CC still won't take them into account. Is that correct? Is there a way how to do this properly?
