Hi Ilana,

You may want to try changing the command line options used to launch 
CruiseControl according these documents:

http://cruisecontrol.sourceforge.net/gettingstartedbindist.html#Command_Line_Options

Specifically, if the default value for '-dashboardurl' is not valid in 
you environment (http://localhost:8080/dashboard), maybe try launching 
with a different URL.

Or, if you are not using dashboard, try:
-postenabled false
