Send email to list of users from file

Hello, We have a cruisecontrol project that listens to a file for knowing when to do a build. Part of the build process is calculating the changes between two revisions of an arbitrary subversion repository. This results in an xml file with a list of changes each with user, log message and command type. I'd like to have cruisecontrol send mail to the users who made changes to the repository mentioned above.
