Duplicating what CruiseControl does would seem really painful.  You could
try using XSL to transform the XML file that contains the arbitrary changes,
into CruiseControl format, and then using the <merge> element to add that to
the logs.  Can't dig into the code right now to see how feasible that is
w.r.t. emailing the users.
