disable forcebuild option-2.8.4 src version

Hi,

I am using cruise control distributed version 2.8.4.

From ui trying to disable build button to protect from force builds by others.

1. I tried setting system property -forcebuild disabled for cruisecontrol.bat file. This is not working.
2. Setup the user/password(-user user_name -password psd123) but this only working for jmx control panel.
3. Tried from dashboard_config.xml by changing allowforcebuild="false", this is also not working.
4. tried tomcat webapps/dashboard/WEB-INF/web.xml   (cruisecontrol.config.forcebuild  disabled).

All the above options I have tried but nothing disabled the build button.
 
Please let me know how to disable build button.


Note: I have multible projects..
