Pretty sure I have.

Biggest thing to check out is time synch.  Are both the SVN server and
CruiseControl using the same time?  You want NTP running on both machines.

Also, use the SVNBootstrapper

And, make sure localWorkingCopy is set on both the Bootstrapper and the
ModificationSet.
