Here is the scenario:

*         I checked in default.htm while the previous build was running.

*         As you can see from the 3rd line, when the build started, the SVNBootstrapper found an update for the file.

*         However, by the time it gets to the modificationset element, it indicates that no modifications were found.

Here is the main parts of the my configuration file (I'm only removing sensitive property assignments as well as the elements that follow <modificationset>:
