Both free (as in beer) and QED is all Java...you might
also look at hsqldb, especially it;s Transfer Tool,
which enables scripted db-to-db transfers of data
(http://hsqldb.sourceforge.net).

MSSQL is a bad idea.  It's like mixing a cat and a dog
and wondering why they fight.  Oracle is QBE/QUEL/Db2
family, while MS ripped off most of the
TransactSQL/Sybase source tree while they were trying
to port it to NT for Sybase, before Sybase gave up on
the project.
