Log message:
	made it so that using "all" for subtarget will run <foreach> against all contrib projects.  This means no more editing of this build file when new subprojects are added!!!
	
	Also improved logic.  If a a subproject value is non-existent or exists, but is empty, the subtarget will not be asked for since if there is no specified subproject, there certainly won't be a subtarget to act upon.  Just cleaner for the end user.
