Log message:
	I'm Adding the LGPL license since that is what we are moving future development toward.  I think that it should be assumed that any file in the Barracuda project falls under the LGPL license unless otherwise specified by the file in question.  Either that, or we need to come up with a standard way of saying that our code is protected by the LGPL without, verbosely, adding a copy of the license to every file like was done with the EPL previously.
