I know we've had some of these errors for a while, and maybe my memory is failing me, but I don't think we had 268 failures in TestDateRangeValidator. I know we had some, but not that many. The 4 errors in TestDateValidator all seem to be clearly related to Locale issues. However, I'm not sure about the ones in TestDateRangeValidator? Have you actually looked at the failure messages recently?
