To answer your question: there is no such thing planned. 
What you are talking about here is more something for (or like) an 
application framework. Which could of course utilize the Barracuda mechanisms 
to be implemented. Parts of it - like configurable bindings between events 
and classes - are available in core barracuda. Others, like dynamic form 
generation, are part of contrib packages - AFAIK stefan armbruster has done 
such stuff.
