From myu recollection, I don't think Veto_If_Null should be getting
processed if the first Iterate_Next doesn't come back as having values. What
should happen is that it should jumpt to the Iterate_End and continue
processing from there. But I don't see that end directive in your
markup...is it there somewhere?

  would the "Veto_If_Null" directive gets executed even if the iteration
never takes place (because of zero-sized list)?  From what i'm seeing, it
seems like it does.  I just don't know if this is expected or bugs in my
code.
