Kelp 5.0, Netbeans 3.3.2 - Kelp options greyed out

Hello I'm new to both Kelp and Netbeans. I installed Kelp 5.0 for Netbeans 3.3.2 (kelp-netbeans-5.0.setup.exe). Netbeans loads the Kelp modules, and there are options for 'XML Compiler' and 'Kelp Deployer' in the Tools menu, and an option for 'Kelp Application Wizard' in the File menu. However, all three are greyed out and I cannot find out how to enable them. I have checked in the Tools/Options menu, and the Kelp Tools are enabled, so I am at a loss. I've been doing a lot of research and comparison for web application frameworks, and in principle Enhydra looks like the best to me. So any help to investigate it further would be gratefully appreciated. Regards Bernard Devlin
