Participant vs Assignment

Can anyone enlighten me on the difference between a participant and an
assignment?

We have a pretty simple workflow that only requires one person for each
activity.  If that person is busy, we want the activity to show up in
someone else's worklist however.  Does this mean we're changing the
assingment or changing the participant?

As a side note, is there an easy way to get a WfResource given a user id
and password?  I couldn't find any method in any of the administration
interfaces.
