Mapping Users to groups

Using the administration tool  (runSA), I can add users and define which
group they fall into.
 
But I don't see anyway to map a single user to multiple groups.  
 
Perhaps, I'm thinking about it wrong, here is what I'm trying to
accomplish:
 
I have a process with three activities.  Each activity is mapped to a
different participant.  Every user in group A can do activity one, every
user in group B can do activity two, and every user in Group C can do
activity three.
 
But, I also have "super" users who need to be able to work activities A
and C.  I would like to create a new user and assign them to Group A and
Group C, but I don't see a way to do that.
